Public Act 11-24 An Act Establishing a Paint Stewardship Program

This recent law creates a new, economically and environmentally sustainable program for the recycling of paints and stains. The costs for recycling or disposing of paint, were largely paid by the public sector, are now managed through Paintcare, a non-profit entity created by the American Coatings Association representing the paint and coatings industry. Only architectural coating – latex and oil based paints and stains – are affected by the program. Purchasers of paints and stains will be assessed an environmental fee to fund the program. Connecticut’s Paint Stewardship Program began on July 1, 2013.
