Public Act 13-42 An Act Establishing a Mattress Stewardship Program

Public Act 13-42 creates Connecticut’s third Product Stewardship law. Similar to E-Waste and Paint, the Mattress Stewardship Program requires Mattress Manufacturers to establish a recycling program for old mattresses that minimizes public sector involvement and costs. Connecticut currently has 2 companies (Bridgeport, Bloomfield) that accept and recycle old mattresses. Mattress manufacturers will create a Council to manage this effort. A fee assessed at the point of sale will be used by the Council to cover the recycling costs for old mattresses.
